　　综合此前媒体报道，在4月14日的一次执法检查中，正要进入受检企业时，柏乡县环保局环境监察大队长陈玉申和该队一中队长郭征华发生口角，继而开始打斗，被一旁媒体拍下并公之于众，引发二人是否跟受检企业有利益牵连等公众猜想。

　　关于此事的正式报道于5月4日见光，而5月5日，据中国经济网的报道，柏乡县公布问责结果：柏乡县纪委调查认定，参与执法的两名中队长吴会波、郭征华存在酒后执法，违反工作纪律；吴会波对分管片内企业监管不力，郭征华殴打同事，给柏乡县造成了不良的影响；另外，柏乡县环保局环境执法大队对企业的污水处理监督不到位，环境监察大队长陈玉申监管不力，负有直接责任。

　　柏乡县纪委建议：该县环保局撤销酒后执法的郭征华、吴会波二人环境监察大队中队长职务，给予郭征华党内警告处分；撤销陈玉申的环保局监察大队大队长职务，三人并调离执法岗位。环保局主管副局长刘建芳负有领导责任，纪委提请柏乡县委免去刘建芳环保局党组成员、副局长职务。

　　上述报道还指出，打斗发生缘自其中一名中队长与被执法企业关系“不一般”。但柏乡县委宣传部副部长张宝印向记者称，目前他们没有发现表明两名打斗官员跟受检企业有利益牵连的证据，媒体要那么写是媒体的事。
