　　人民网北京5月5日电 据海关总署网站消息，一季度全国海关立案走私案件3856起，其中立案侦办走私犯罪案件549起，对950名犯罪嫌疑人采取强制措施。

　　今年以来，海关紧紧抓住中央重视、社会关注、事关国家安全和群众切身利益的农产品走私突出问题，集中力量，开展为期一年的打击农产品走私“绿风”专项行动，重点打击大米、小麦、玉米、花生、大豆等谷物粮食，肉类产品，食糖、棉花、食用油、饲料以及相关农副产品走私，全力维护农业安全、农民利益和食品卫生安全。一季度，全国海关立案侦办农产品走私犯罪案件145起，案值122.5亿元，同比分别上升0.5倍、2.4倍。行动将打击锋芒对准走私规模大、危害严重的团伙性、行业性走私，积极开展“破大案、打团伙、摧网络”，共立案侦办涉嫌偷逃税额千万元以上重特大农产品走私犯罪案件31起，同比上升九成。南京、南宁、昆明、北京、天津、黄埔等海关先后查获了一批走私油菜籽、亚麻籽、棉花、食糖、大米、冻肉、冻海鲜产品、牛皮等农产品大案。海关还会同国家发展改革委、商务部、农业部、工商总局、质检总局、食药总局等部门，以及重点地区地方政府和相关行业协会，针对农产品走私“购、运、储、销”各环节，在政策研究、市场调研、联合打击治理、行业管理、市场监管等方面加强协作配合，开展综合整治，取得初步成效。

　　与此同时，海关继续保持了对重点涉税商品、毒品、武器弹药、“洋垃圾”等走私及出口骗退税活动的严打高压态势，积极维护经济、政治、文化、社会、环境安全。一季度，全国海关立案侦办涉税走私犯罪案件311起、涉嫌偷逃税款50.8亿元，同比分别上升10.3%、139.0%；立案侦办各类非涉税走私犯罪案件238起，同比上升28%，其中，侦办毒品走私犯罪案件113起，缴获各类毒品187.9公斤；侦办武器弹药走私犯罪案件20起，缴获枪支44支、子弹1865发；侦办固体废物走私犯罪案件20起，查证电子垃圾、废塑料、废纺织品、废矿渣等6.4万吨。

　　海关总署新闻发言人张广志表示，下一步，海关将以“绿风”行动为抓手，针对当前重点领域突出走私问题实施精、准、狠打击，并会同有关部门和地方进一步推进反走私综合治理，共同实施“海上抓、岸上堵、路上查、市场管”立体打击和综合整治。
