  船只拥堵常态化,通航能力达极限

  上述管理人士介绍,三峡船闸设计通行能力为每年单向通行5000万吨,“而这个通航能力我们原计划是维持到2030年,但目前的通航需求量远远超出我们的预计。”这意味着三峡船闸目前的通行能力,已经在2013年接近其设计运力。


  专家:修建二闸和翻坝转运或可共存


  据了解,针对目前三峡大坝碍航问题,业内人士介绍主要有两种主张,一是开辟三峡水运新通道,推进三峡第二船闸的建设。第二种则是打造“翻坝”产业。


  “两种主张都有自己的优势。”湖北省社会科学院副院长秦尊文表示,翻坝的优势在于时间短,而现在船舶候闸已经常态化,动辄三五天时间。为此,宜昌市打造“翻坝产业园”于2010年就开始动工,在第二船闸尚未成型的阶段,起到了很重要的作用。


  不过,从成本方面考虑,不少航运物流企业人士表示,“我一艘船有500多个集装箱,需要有几十上百辆卡车来转运,一个40呎(大箱)的箱子,翻坝成本是1500元至2000元,一船合50万元至60万元,如果直接走船闸,则几乎是零成本。”


  “修建第二船闸能否一劳永逸解决通航需求量的问题,还需要时间去检验。随着长江经济带的发展,修建二闸和翻坝产业或许都是有必要的。”秦尊文说。
