　　央广网北京5月1日消息(记者季苏平) 据中国之声《央广新闻》报道，今天(1日)，国务院颁布的《社会救助暂行办法》正式实施。北京市民政局表示，北京市将研究制定城市特困人员救助政策，并首次将城市“三无”人员纳入救助范围。同时，将在街道、乡镇建立健全社会救助申请综合性服务平台，“一门受理”救助申请。

　　《办法》明确，像国家对于无劳动能力、无生活来源或无法定赡养、抚养、扶养义务人，或者其法定的赡养、抚养、扶养义务人无赡养、抚养、扶养义务能力的老年人、残疾人以及未满16周岁的未成年人，给予特困人员的供养。

　　北京市将于今年研究制定“支出型”贫困救助措施，对于遭遇各种急难情形、致基本生活暂时出现严重困难的居民，提供救助和扶持。除此之外，北京市民政局相关人员也称，根据《办法》要求，北京将在乡镇街道建立健全统一受理社会救助申请“一门受理”综合性服务窗口平台。
