成都规定国企纪委书记不在本企业产生|国有企业|纪委书记|党风廉政建设_新闻资讯

　　本报成都4月28日电?(记者王明峰)?记者今天从成都市纪委获悉：目前，该市国资委负责监管的市属国有重要企业新任纪委书记和轮岗交流的纪委书记已基本调整到位。

　　成都对包括兴蓉集团、建工集团、工投集团、公交集团在内的12家国有重要企业进行纪委书记集中调整。其中4名纪委书记直接从市纪委监察局、市委组织部、市国资委选派，其余8位实行企业间交流任职。

　　2012年以来，多家成都市属国有企业原负责人，相继因严重违纪违法落马。市纪委监察局会同市国资委调研，认为除国企自身的管理体制机制问题之外，腐败案件频发暴露了国企纪检监察机构的缺位。成都此后出台《关于加强和改进市属国有企业纪检监察组织建设的实施意见》，要求纪委根据国企实际情况健全纪检机构，解决监督缺位的问题。

　　按照“哪里有党组织、哪里就有纪律监督”的要求，成都在设党委的国有企业设立纪委；在设党总支或党支部的国有企业，配备专职纪律检查员。国有企业纪检监察组织设置及其编制配备、调整，由市国资委纪委提议，经市国资委党委审核后确定。

　　国有企业纪委书记、副书记职位出现空缺时，不再由企业提名，而是由市国资委纪委提出人选，人选须经市纪委会同市委组织部、市国资委进行考察。

　　成都市规定，国有企业纪委书记不在本企业产生，在同一企业同一职位连续工作满5年的必须交流；纪委副书记、监察部门负责人在同一职位工作满10年的必须交流。

　　该市明确要求，国有企业纪委书记在本企业不再兼任与监督职责相冲突的工作职务，要突出“监督、协助、办案”三项职责。监督检查企业党组织和董事会、经理班子及其成员维护党的政治纪律，贯彻执行民主集中制、党风廉政建设责任制等情况；协助企业党组织抓好下属企业开展党风建设和反腐败工作，对所属企业班子及其成员落实党风廉政建设责任制和推进惩防体系建设情况进行考核评估；经市国资委纪委、市监察局派驻市国资委监察室批准，初步核实企业党组织、董事会、经理班子及其成员违纪问题，参与调查企业党组织、董事会、经理班子及其成员违纪案件，调查企业部门及下属企业负责人违纪案件及其他重要案件。

　　此外，针对过去考核评价和薪酬高低均由企业自主确定，导致企业纪委书记和纪检监察组织缺乏监督的独立性、主动性问题，成都市制定《市属国有企业党风廉政建设责任制考核评估办法(试行)》，规定由市国资委纪委统一组织对国有企业纪委书记进行考核，并根据考核结果，对其薪酬标准、评优评先和职位晋升提出意见建议，经市国资委党委同意后，由企业按标准执行。
