　　新华网石家庄4月29日电?(记者朱峰)5月1日起，河北省石家庄市二环路以内将在早晚高峰时段禁行外地车和大货车，需要出行的实行通行证管理制度。28日石家庄市交管局公布了外埠号牌机动车通行证办理条件、流程及使用规定。

　　按照石家庄市规定，外埠号牌机动车的车主系个人，且持有本市常住户口的，可办理最长6个月有效期的通行证。车主需要持行驶证、户口本(或二代身份证)原件及复印件，居住地居委会(或街道办)介绍信办理。

　　外埠号牌机动车的车主系企业、商业公司、驻石机构，且持有石家庄市工商注册手续的，可办理最长3个月有效期的通行证。需要持行驶证原件及复印件，单位介绍信、组织机构代码证复印件(加盖公章)办理。

　　临时来石家庄的外地单位办公用车确需高峰时段通行的，可办理1天－7天临时通行证。需要持行驶证原件及复印件，单位证明信、参会通知等相关证明材料办理。

　　石家庄市外埠号牌机动车通行证自4月28日起开始办理。车辆所有人或管理人可持相关手续到石家庄市公安交通管理局服务大厅或13个入市口警务站登记备案后，免费办理市区通行证。
