　　从纵向的中国到横向的中国

　　昨天，李克强在重庆主持召开座谈会，研究依托黄金水道建设长江经济带，为中国经济持续发展提供重要支撑。

　　据国家统计局公布的全国31个省(区、市)2013年GDP数据，上海、江苏、浙江、安徽、江西、湖北、湖南、四川、重庆、云南、贵州这11个长江经济带覆盖省(市)的GDP总量接近26万亿，占全部省(区、市)GDP总量(63万亿)的41.2%。(注：地方加总的GDP历年都比全国统计口径多，2013年多6.1万亿)

　　将超过全国经济总量四成、超过国土面积五分之一、大约有6亿人口的区域纳入同一个经济带通盘考虑，这是国家经济地理的一个新布局、新突破。它预示着中国试图在更大的空间视野下促进资源的流动和配置，激发活力，调动潜力，打造“大而活”的统一市场，提高基础投资的规模效应、产业衔接的雁阵效应、要素结构的互补效应、功能布局的协同效应，以及新型城镇化的集聚效应。长江经济带有望形成一个大开放、大融合、大分工、大协作的新经济生态系统。

　　因地势关系，中国的大江大河基本由西向东。东西为横，南北为竖，因江河流向，形成了“横向的中国”的轮廓，中国大部分区域都被界定为某某河流的上游、中游或下游。这一自然地理格局在改革开放后被重塑，横陈已久的中国被纵向的海岸线所拉动，靠海、向外的东部区域成为先进生产力的代名词。如果说“横向的中国”代表着对传统的延续，上游到下游一脉相承；沿海的“纵向的中国”则充满了奇迹与飞跃的惊叹号。

　　然而当历史走到今天，不仅“共同富裕”的总目标要求海岸线经济和江河经济要联动、互动、带动起来(如贵州的GDP只为江苏的13.5%，人均GDP不到上海的20%)；从增长的客观规律看，中西部潜力也更大。中西部既要加快自身的现代化，又要避免粗放增长的传统模式，就应超越“小而全”的同质化道路，在更广大的市场中，依照资源禀赋特征，发挥分工合作作用，挖掘比较优势，对内对外开放，互补互利共赢。

　　登高而招则见者远。要把中国经济这盘棋下好，先得把格局做大。长江经济带这招棋，跳出一地，超越一域，从纵向的中国到横向的中国，由江到海，由内而外，让我们看到一个更远更广的未来。
