为中国XP用户迁移到国产操作系统保驾护航|操作系统_新闻资讯

　　4月8日微软停止了对Windows?XP(“XP”)的支持服务，此举估计影响到中国约2亿部电脑，从而引起了全社会的关注。这从一个侧面证明，我国在操作系统这类关键核心技术和设备上受制于人的问题必须尽快解决，不然的话，我们的网络空间安全就无法得到保障。XP是桌面计算机的操作系统，它属于智能终端的范畴。如果将智能手机、平板电脑、智能电视、机顶盒、车载电脑和可穿戴设备等等都包括进来，所有这些智能终端的数量达到10亿等级，目前几乎都采用外国操作系统，实际上操作系统提供者很容易掌握用户的敏感信息，如果这些信息被人监控，那么，我国用户的隐私权或者社会的任何活动都很难保密了。

　　有人质疑微软此举有损消费者的权益，虽然现在还不能肯定有无相应法规可循，但至少这表明了微软只顾自己的利益，而不尊重消费者的意愿。有报道说，一个美国老太的祖宗，200年前在一家瑞士银行里存入了100美元，她拿了这张存单去找银行，这家银行毫不犹豫地给老太兑现50万美元，并奖励她100万美元。行长宣称：“钱存在我们银行，只要地球在，你的钱就在。”与这种可与地球共存的承诺相比，微软对客户的承诺就显得太短促了：仅仅十几年，它就不认自己的产品了！

　　数据表明，直到2013年，XP的漏洞仍有70多个，所以如果微软不予支持，XP电脑可能会有安全风险，由于其数量庞大，有可能造成重大的安全风险。为此，我国信息产业领域相关单位正在整合国内相关产业资源，建立相关服务体系，向使用XP的个人用户和集团用户提供各项服务，包括：安全加固服务、操作系统产品技术服务、安全事件响应与处置、漏洞与补丁服务等。希望这一服务有助于增进“XP”用户的信息安全，有利于国产智能终端操作系统的发展。

　　应当指出，我国有关单位接替微软提供对XP的安全服务，并不是为微软效劳，我们的出发点是不能使我国广大XP用户受到可能的攻击；同时，我们也清楚地告诉广大用户，我们的目标是为中国XP用户迁移到国产操作系统保驾护航，通过对XP提供支持服务，为最终用自主可控、安全可信的国产操作系统替代XP赢得时间。

　　中国产业界这种积极的、接替微软对XP提供支持服务的行动，已经产生了良好的效果。以前，我国有关部门曾多次与微软商谈，希望微软能考虑用户意愿(例如统计表明，我国85%的XP用户没有升级到Windows8的计划)，继续对XP提供支持，但微软不为所动。但等到中国产业界行动起来，接替它们为XP提供支持了，微软就出变通方案了：什么对XP可以提供“合同式服务”，什么Windows?8可以“三折”出售……都出来了。不过，我们应当清醒地认识到，在操作系统上要想不再受制于人，根本的出路是用国产操作系统替代外国的系统。

　　有人担心，中国自主操作系统搞不出来，其实，过去我们没有搞出来并不是因为缺人才，缺市场，缺资金……，而是没有形成国家意志，缺乏顶层设计。例如上述的桌面电脑操作系统，中国真正投入做的，只是几家百人规模的小公司，要他们去和苹果、谷歌和微软那样的巨头抗衡，当然是不行的。今天，在中央网络安全和信息化领导小组办公室的领导下，中国“政产学研用”各界应当发扬“两弹一星”和载人航天精神，加大自主创新力度，采用产业联盟这类创新机制，整合资源，以举国之力去做，那么，中国自主的智能终端操作系统及其生态系统是能做出来的，也是能产业化的。这样，我们就能从根本上为我国国家安全和信息安全提供有力保障。
