　　法制晚报讯(记者 王硕) 本市控烟条例已经提交市政府法制办，有望于明年上半年出台。《法制晚报》记者上午从北京市爱卫会获悉，目前本市已有八成机关单位基本达到“无烟机关单位”标准。

　　“北京市无烟机关建设经验交流会”上午举行，市爱卫会办公室主任刘泽军介绍说，本市已经全面启动无烟机关、无烟单位建设。去年，市控烟协会等5家单位联合开展的北京市无烟机关单位创建活动中，采用统一的标准和记分方法对168家机关单位进行了测评，有80%机关单位基本达到“无烟机关单位”标准，近一半的机关单位制定了奖惩制度。

　　刘泽军透露，本市新控烟法规已于昨日提交市政府法制办，如果进展顺利，有望于明年上半年出台实施。据介绍，新控烟法规将在进一步扩大禁烟范围、加大宣传教育和监督管理力度、提高控烟工作成效、加大处罚力度等方面作出明确的规定，是一部禁烟范围更全面、处罚力度更严厉的地方法规。
