纸糊吊顶
常青路长港路地下通道大致呈“工”字型布置，在长港路口穿越常青路，连接常青路东西两侧人行道。
腾讯拍客上传的一段视频记录了这样一幕：距离地下通道入口处不远，天花板上长长的一排被白纸蒙住，贴上黄色胶布；有的整块板材严重变形，局部凸凹翘起，露出很大的空隙；一些胶布处于半脱落状态，一有大的震动，板材随时有掉下来的危险。
在当地大楚网社区论坛中，一位网友贴出的照片更加触目惊心，有的白纸中间已经透出篮球大小的窟窿。在附近上班的一位网友则发帖称：“每天都害怕吊顶掉下来，晚上猫咪都在上面叫。”
当地媒体记者在接到读者反映第一时间赶到现场，对此有着更加细致的描述。
这位记者发现300多平方米的地下通道，头顶上的每块吊顶扣板面积约半平方米。其中，有23块或严重破损，或已经脱落，还有5大块空着的地方用白纸蒙着。这位记者细数破损和即将脱落的地方的胶布达200余条。
在当地媒体的报道中，“还有几人也表示亲眼见过吊顶扣板突然下坠的情景”。

“临时救急”
资料显示，常青路长港路地下通道于2009年4月中旬开工，2010年6月竣工，工程造价超过1200万元。项目于建成当月移交给武汉市城管委桥梁维修管理处管理。
此前，武汉市城管委桥梁维修管理处设施科杨科长接受新华社记者采访时称，通道建成后移交城管维护，4年间未出现严重质量问题。但从2013年开始，天花板扣板经常脱落。该管理处调查后发现，脱落原因多系人为用雨伞和扁担等物品故意破坏。
对于“人为原因导致破坏”的认定，一度在网上引发质疑。
但附近上班的张先生也证实，地下通道内装有摄像头，的确也出现过摄像头被人为谁坏，有些不翼而飞，有些头朝天或地，还有当地媒体报道了此事。
3月21日，武汉市城管委桥梁维修管理处办公室吴主任接受中国青年报记者采访时称：“顶板不是自然坏掉，主要原因还是人为不小心造成。”
他表示，通道天天有人值守，由于通道入口不到三米高，还有非机动车通道，此前也发现过不少摩托车上绑些东西碰撞拉坏的情况。
吴主任表示，用纸糊胶粘只是“临时救急”。年初通道内的天花板大面积脱落，露出了内部混凝土和天花板龙骨。因为武汉市所有吊顶材料规格不一，处里也没有备料，恰逢春节期间联系不到供货商，抢修队员只好用纸糊胶粘暂时代替。
吴主任介绍，3月7日，就在维修材料采购回后第一时间，管理处抓紧组织了专项维修，目前已基本完成。
他介绍说，维修中专门对通道顶部天花板的固架进行了加密处里，“因为它里面这个固架有点稀，往里面加了一些固架。现在就很牢固了，即使破坏也不会像原来那样很容易坏。”
吴主任坦承，处里的确存在管理责任。他表示，在接管验收时没有发现设计和施工问题，作为管理方过多去说设计方存在问题也不是很妥当。
他表示，目前还没听说上级部门对此有相关指示和处理意见。
金奖背后
中国青年报记者调查发现，在一份2011年湖北省市政示范工程（金银奖）名单中，“常青路长港路口地下人行通道”项目赫然出现在获评的18个金奖项目中，该项目工作量为1216.35万元。

据他介绍：“常青路长港路口地下人行通道”项目建设单位是武汉桥建集团有限公司，施工单位是武汉市政特种集团有限公司，监理单位为武汉市南亚建设监理有限公司，设计单位为武汉市政工程设计研究院有限责任公司。
他表示，协会看到网上爆料后，立刻电话联系了施工单位武汉市政特种集团有限公司，要求迅速到现场踏勘核查情况。不久，湖北省住房和城乡建设厅相关领导也专门来电指示督促整改到位。

在当地媒体2013年3月发表的一篇题为《长港路地下通道雨后成“地下河”》的报道中，有着这样一番记录：“过往路人不得不铺砖头通行，甚至有摩的乘‘水’打劫，吆喝起2块钱送一个人过通道的生意”；“附近居民称这里一下雨就淹水”。
