　　央广网北京3月24日消息(记者张棉棉)据中国之声《央广新闻》报道，中国发展高层论坛2014“全面深化改革的中国”今天继续召开，应对过剩产能，政府、企业有哪些高招，政府又将出台哪些政策化解这一问题？工信部副部长苏波作为行业主管部门，如何回应产能过剩问题？

　　工信部副部长苏波表示，在中国目前一些行业的确出现了严重的产能过剩，在2010年底，一些行业产能利用率是钢铁72%，水泥73.7%，电解铝71.9%，平板玻璃73.1%，船舶75%。到了2013年也就是去年，有些行业的产能利用率还在下降，比如船舶行业利用率跌到了65%，有些行业还出现了全行业的亏损。比如电解铝行业产能利用率明显低于了正常的工业发展水平，造成这些行业产能严重过剩的原因，除市场因素外，还有体制机制、管理方式、发展方式等诸多深层次的原因。

　　谈到化解过剩产能，苏波认为，现在化解产能最终要依靠市场来发挥作用。但是在目前情况下，整个市场竞争的优胜劣汰机制还不太完善，可能要用综合运用经济、法律和政策的手段，包括一些行政手段来化解这些过剩产能。当然对产能过剩化解的渠道也不是一味去关掉，因为已经形成的产能有可能也是财富不能简单的都关掉，所以要转型升级一批向高端产业发展然后实现制造业的数字化、智能化和网络化的发展，使它一些有效的产能能够成长继续为国家付出的财富，成长为国家继续付出的财富。

　　另外还有转移一批、重组一批，随后才是淘汰一批，淘汰那些确实不符合环保、不符合安全等能耗比较高的一些行业，这个技术也比较落后，这几个方面要同时来推进。具体而言，对钢铁、水泥、电解铝、平板玻璃、船舶等行业先后几年不能以任何名义核准备案新增的产能项目，要坚持疏堵结合的原则运用发展的理念来构建淘汰与发展相结合的良性机制。
