　　专项计划招生规模增至5万名

　　农村学生单独招生名额不少于本科规模2%

　　教育部提出，部属高校和其他自主选拔录取改革试点高校专门安排不少于学校本科规模2%的名额，参照自主选拔录取办法，主要选拔边远、贫困、民族地区县及县以下中学勤奋好学、成绩优良的农村学生。原则上符合当年普通高校统一考试招生报名条件、高中阶段具有上述中学连续三年学籍并实际就读、具有农村户籍且家庭在农村的学生均可报考。

　　地方重点高校招收农村学生专项计划由各地确定

　　教育部要求，各省(区、市)因地制宜实施地方重点高校招收本地农村学生的专项计划。招生学校为在本科一批招生的本省(区、市)所属高校，招生规模、实施区域和招生办法由各省(区、市)根据本地贫困地区分布情况、高考报名的农村学生数量、就读重点高校比例等实际情况确定。

　　今年两会期间，教育部部长袁贵仁接受采访时曾表示，2013年重点高校录取贫困地区农村户籍学生27.8万名，较2012年增加了8.5%，今年再增加10%，也就是2.8万。袁贵仁还解释，贫困地区农村学生入读重点高校的名额不会一直向上增加，将来达到一定比例，就会保持。
