　　新华报业网讯 3月17日下午4时，国内法院首家创建的自助式网上立案窗口，在南京市鼓楼区法院立案大厅投入运行，南京某律师事务所律师罗艳作为第一个尝试者，从起诉材料扫描存档到资料录入系统并提交成功，前后仅花了不到10分钟，比正常情况下到人工窗口排队办理立案手续节省半小时。

　　南京市原下关区法院和鼓楼区法院合并前，鼓楼区法院的年收案量便达到近12000千件。两院合并后，立案归并到定淮门大街审判大楼立案大厅统一受理，由于人工窗口有限，当事人或案件代理人立案等待时间较长的现象时有发生。针对这一情况，鼓楼区法院于去年上半年开通网上立案平台，熟练使用网络的当事人或案件代理人，可坐在家里利用网络远程办理立案手续，减轻了许多当事人或案件代理人的诉累。

　　但尽管如此，对于一生中很少打官司的市民，对起诉立案、申请执行等涉诉事务，仍喜欢到法院立案大厅来办理，立案窗口高峰时段排队等候的现象依旧存在。针对这一现实，该院从今年3月初起，筹备在立案大厅建立网上自助式立案服务窗口，配置了电脑、高速扫描仪，接通了100兆网络传输线。窗口建成后经过试运行，于3月17日下午4点正式对当事人或案件代理人开放。

　　当天下午，共有6名当事人或案件代理人在法院工作人员的指导下办妥了立案手续，平均每办一件用时13分钟。一位前来立案的年轻当事人在接受采访时说：“这种自助式网上立案的形式很好，既方便快捷还便于防止隐私外泄，我只用了11分钟就把立案搞定了，整个过程我都不需要讲话。”

　　据鼓楼区法院分管立案庭的副院长王东介绍，当事人或案件代理人通过网络提交完立案材料，立案庭会有专人在后台负责处理，并在确定立案的同时将全部材料移至内部办公网络，并分发至相关业务庭，业务庭在收到这些立案材料后会及时通知当事人开庭时间，到时当事人只要将材料原件带到法院出庭即可，中间会节省当事人和法官许多宝贵时间。(特约记者张伟李自庆)
