2013年下半年，这则有关东方市林业局副局长麦明刚在毫无征兆的情况下，被检察机关带离东方调查一事在当地传得沸沸扬扬。有质疑认为，这可能是选拔任用干部过程中出现“带病提拔”，从而发生这样荒唐的事情。
由于麦明刚的任命和“出事”间隔的时间太短，因此在东方当地引发了“带病提拔”议论。对此，东方市林业局及东方市委组织部有关负责人则否认了这一说法，称对麦明刚的推荐、考察和任命符合有关程序。

任职未半月即被“带走”
据当地媒体公开报道，麦明刚在海南省东方市林业部门已经工作了二十多年。47岁的他先后担任东方市林业局林政股办事员、设计室副主任、设计室主任、生态办主任、林政股股长等职。

组织部称任命符合程序
“局长任命不足半月便落马”，有人质疑认为，这可能是选拔任用干部过程中出现“带病提拔”，从而发生这样荒唐的事情。对此此事，东方市林业局及东方市委组织部有关负责人接受媒体采访时则否认了“带病提拔”的说法，称对麦明刚的推荐、考察和任命符合有关程序。
据东方市委组织部有关负责人介绍，按照干部选拔任用的规定，对于拟提拔任用的干部，先是由其所在单位民主推荐，之后组织部门进行考察，了解其各方面表现，同时向纪检、政法等部门征求意见，之后汇报上级部门研究决定，名单确定后进行公示，在征求意见和公示阶段，没有收到有关麦明刚违法违纪的情况反映。公示结束后报有关部门下发任命通知，这一切都是严格按照程序来办理的”。
这位负责人对媒体称，在麦明刚的任用问题上，不存在“带病提拔”的问题。如果是在推荐、考察干部过程中，发现这名干部存在问题，还要坚持任用，这才叫“带病提拔”。麦明刚“出事”后，组织部门也很惊讶，这说明在以后的工作中对干部考察任命还要进一步加强，同时也要更加广泛地征求意见。
随后，东方市有关部门决定，鉴于东方市林业局副局长麦明刚在试用期间工作出现重大失误，东方市委已决定结束麦明刚试用期，免去其林业局副局长职务，现正在按程序办理。
群众举报存有失职渎职
《法制日报》记者了解到，2013年8月6日，海南省检察二分院以涉嫌违法发放林木采伐许可证罪对东方市林业局的工作人员麦贤波、麦明刚立案侦查。同年8月，东方市森林公安机局也以滥伐林木罪对海南一石材开发公司立案侦查。
根据检察机关公布的案情显示：2013年4月初，群众向海南省检察院第二分院举报东方市国界村有人毁损天然林。检察机关迅速派员介入调查，发现海南明刚石材开发公司滥伐林木采石，同时发现东方市林业局工作人员存在渎职失职行为。
有知情人士说，早在2011年，新华社等媒体就以《海南东方市开发商毁林反拿140万生态补偿款》为题报道了发生在该市墩头湾的一起毁林事件。东方市林业局当时出面接受媒体采访的即为时任该局生态办主任的麦明刚，他表示为开发商发放补偿款一事已经调查认定，而对于开发商毁林一事则称，“我不在岗位上，不清楚”。
“作为一名干部，对自己分管的事情说不清楚已经非常离谱，之后没有受到责任追究和处理更是荒唐。”该知情人士评价说，东方市有关部门在麦明刚的任用问题上，存在“带病提拔”的嫌疑。
记者随后通过网络搜索找到了一篇题为《海南省东方市出现荒唐事 开发商毁林反获政府补偿》的报道，该报道指称，墩头湾300亩海防林早在2002年就被“开发商”毁掉了，海滩变成了沼泽泥塘。然而，在东方市国土环境资源局最新的“总规图”中，这片区域仍标注为“林地”，承包管护这片海防林的农民领了9年“护林费”，“开发商”得到政府部门发放的“退塘还林”补偿款140多万元。
据悉，2013年12月18日，检察机关已经以涉嫌违法发放林木采伐许可证罪对麦明刚、麦贤波二人提起公诉，法院近日将会开庭审理。

多管齐下破除“带病提拔”
众所周知，“带病提拔”是干部选拔任用工作中广为社会诟病的不正之风，也是当下最典型和极具危害性的“吏治腐败”。如果不能有效遏制“边腐边升”、“边升边腐”等“带病提拔”现象，不仅会严重挫伤那些干净干事干部的积极性，更会败坏党风政风甚至动摇执政基础。因此，如何有效遏制干部“带病提拔”问题，是摆在各级党委及其职能部门面前的一项十分重要而迫切的政治任务。
要杜绝干部“带病提拔”，首先，必须严格按照“以德为先，德才兼备”的原则选拔任用干部，树立正确的用人导向；其次，“带病提拔”虽然有患“病”干部善于伪装“健康”的原因，但根源在公开、公平、公正的选拔任用机制未能得到严格落实，因此，遏制“带病提拔”首先在严格落实干部选拔任用的原则、条件和程序，只有把干部选拔任用权力关进制度的笼子里，才能确保民主、公开、竞争、择优和任人唯贤、德才兼备。第三，必须对党政领导干部选拔任用工作严格实行责任追究，对推荐失误、考察失职的领导干部要严肃处理，不管涉及到谁，都要一查到底。只有这样，干部刚获任命就“出事”的事才会少发生，干部“带病提拔”才能得到有效遏制。(邢东伟）
