　　疑问之一：北京为何未启动“空气重污染红色预警”？

　　释疑：北京市环保部门表示，根据监测数据，14日夜间，烟花爆竹燃放导致PM2.5峰值浓度超过500微克每立方米，由于大气静稳、扩散条件较差，PM2.5浓度下降缓慢，持续影响到15日，达到空气重污染“蓝色预警”标准。

　　14日8时和20时，环保部门按照2013年通过的《北京市空气重污染应急预案(试行)》的规定，两次发布全市启动“空气重污染应急蓝色预警措施”的信息。

　　15日下午，北京市环保监测中心判断，16日中午前后，全市自北向南空气质量将逐步改善。环保部门监测数据证实，到16日14时，北京城区与北部地区的PM2.5浓度显著下降。

　　疑问之二：应对雾霾，政府采取了哪些应急措施？

　　释疑：《北京市空气重污染应急预案(试行)》规定，遇蓝色预警级别时，应向市民发布健康防护提醒措施，以及倡导自觉减少污染物排放的建议性污染减排措施。

　　北京环保部门表示，在空气污染情况达到蓝色预警级别后，已通过短信、微博、微信、互联网、车载电视等途径向公众发布了蓝色预警的相关建议性保护措施，提醒市民空气质量情况不适宜户外活动，出行应尽量做好防护、缩短停留时间，元宵节减少燃放烟花爆竹等。

　　针对公众的疑问，专家建议，一方面政府各部门应加强协作，形成合力，例如环保与气象部门加强协同，提高空气污染预测的准确度，以指导政府部门及时采取应对措施；另一方面，政府部门在遭遇污染天气时应加强主动性，根据不同预警级别制订更细化、更具执行性的应对措施，例如在低级别预警时，采取限制公车出行，严管大货车、渣土车、工地扬尘，激发公众积极参与环保的正能量。

　　同时，专家还建议，应加大“国十条”等法规的落实力度，切实做好京津冀鲁豫晋的区域联防联控，通过对污染源的控制和减排，从根本解决污染问题。
