　　中新网2月10日电 据中央纪委监察部网站消息，日前，山东省委、省政府印发《山东省实施〈党政机关厉行节约反对浪费条例〉办法》。根据该办法，山东省将建立国内公务接待清单制度，公务活动结束后，接待单位得填写接待清单，如实反映接待对象的单位、姓名、职务和公务活动项目、时间、场所、费用等内容。

　　《办法》规定，严禁党政机关以任何形式隐瞒、截留、挤占、挪用、坐支或者私分非税收入；严禁将非税收入转移到机关所属工会、培训中心、服务中心等单位账户使用；严禁将应收缴的非税收入直接抵顶支出。严格控制国内差旅费、因公临时出国(境)费、公务接待费、公务用车购置及运行费、会议费、培训费等支出。建立预算执行全过程动态监控机制，形成“花钱必问效、无效必问责”机制。党政机关严禁超预算或者无预算安排支出，严禁虚列支出、转移或者套取预算资金。

　　严格差旅费预算管理，从严控制国内差旅人数和天数。严格控制出国培训规模，凡属国内培训能解决问题的，不到境外培训。严格控制会议食宿和会场布置标准。会议期间，不得组织旅游以及与会议无关的参观活动，不得组织高消费娱乐、健身活动，不得以任何名义发放纪念品，不得额外配发洗漱用品。

　　党政机关办公用房建设应从严控制。凡是违反规定的拟建办公用房项目，必须坚决终止；凡是未按规定程序履行审批手续、擅自开工建设的办公用房项目，必须停建并予以没收。凡是超规模、超标准、超投资概算建设的办公用房项目，应当根据具体情况限期腾退超标准面积或者全部没收、拍卖。

　　《办法》提出，党政机关会议应规范简朴、务实高效。会议场所实行政府采购定点管理，严格控制和规范评比达标表彰活动。

　　山东省委、省政府要求，山东各级各部门要坚持从严从紧的原则，抓紧制定相关配套制度，建立反对铺张浪费的长效机制。要加强督促检查，加大惩戒问责力度，对铺张浪费行为要发现一起、查处一起，坚决维护制度的刚性约束力。据悉，对违反上述办法规定造成浪费或不良影响的，应依纪依法追究相关人员的责任，对负有领导责任的主要责任人或有关领导干部实行问责。
