　　本报讯（记者杨昊霆）记者昨日从省纪委获悉，在2013年我省干部任前廉政法规考试中，有近1.2万人次参加考试，50人因成绩不合格被暂缓提拔任用。

　　此外，在推行党风廉政建设责任制工作报告制度方面，2013年我省共对327名责任制落实不力或廉洁自律存在问题的领导干部实施责任追究。

　　据省纪委有关人士介绍，任前廉考已经推行了5年。经过先期在商洛、汉中等市试点，2009年1月，省纪委、省委组织部联合下发了《领导干部任前廉政法规考试的规定（试行）》，标志着领导干部任前廉政法规考试制度正式在全省推行。2010年9月，省纪委又将考试对象扩大到省管副厅级领导干部。

　　据介绍，“考廉”的主要内容包括：党纪主要条规、政纪主要条规、国家主要廉政法规三大类，以领导干部应知应会的知识、履行职责常用的知识、必须遵守的廉政法规为重点。考试一般在任职公示期内进行，集中组织，单人单桌，分开卷、闭卷两种形式，开卷考试80分合格，闭卷考试60分合格。考试成绩与干部任用挂钩，成绩合格者，按规定程序任用；不合格者，建议暂缓任用，半年内补考一次；补考合格的，予以任用，补考仍不合格的，不予任用。

　　据透露，从该制度施行起至2012年年中时，全省参加任前廉政法规考试的领导干部超过30000人次。包括省管干部267人次（其中副厅级就有187人次），县处级4841人次，科级及科级以下24953人次；共有210人因成绩不合格被暂缓提拔，占考试总人数的0.7%。其中厅级1人，处级25人，科级及科级以下184人。
