　　新京报讯 (记者张媛)北京邮电大学软件学院原执行院长宋茂强利用借用他人身份证、签订虚假劳务合同，冒领国家科技重大专项科研经费68万元，近日，因贪污罪被海淀法院一审判刑10年半。

　　国家审计导致案发

　　宋茂强曾是工信部牵头启动的国家科技重大专项项目的专家之一。

　　材料证实，2012年，国家审计署在例行审计中发现6个可疑存折。审计署领导询问劳务费发放情况时，宋茂强如实汇报了，并在校领导要求下，退还了冒领的钱及利息。当年6月，教育部监察局将线索移送至反贪部门。当年7月5日晚，宋茂强主动联系学校，并在学校人员陪同下来到反贪人员指定的谈话地点。

　　自称为奖励老师套钱

　　宋茂强供述，当时分给其团队的经费包括设备费50万元、150万元劳务费。由于他的团队并没有具体任务，通过正常途径没法花出去这笔钱。于是，他就想借用别人身份证把钱套了出来。

　　据了解，宋茂强与身份证上的人“补签”了劳务合同，套出了钱。

　　“将68万元冒领出来，最初是想完成预算，感觉团队老师很辛苦，想给他们一些奖励。”宋茂强称，钱到手后，他觉得曾为该科研项目做了一些工作，这些钱可作为自己贴补，于是将部分款项交给爱人购买理财产品。

　　法院认为，2010年9月至2011年6月，宋茂强伙同他人，以虚列劳务人员名单方式，将国家科技重大专项中央财政资金人民币68万元据为己有。其在案发前退还了全部赃款，且系主动到案，依法可从轻处罚。但结合其认罪态度，法院在量刑时酌予体现。

　　最终，法院作出一审判决。
