　　广东3月起实施老年人优待办法，部分优惠无户籍限制

　　据新华社电 广东省政府网站日前公布了去年底审议通过的《广东省老年人优待办法》，其中部分优惠没有户籍限制，在粤老人均可享受。办法将于3月1日起正式实施。

　　公交优惠措施由地方制定

　　办法第二条规定，“本办法所称老年人是指60周岁以上的公民”，而在过往的送审稿中，这一条曾为“具有广东省户籍，年满60周岁的公民”。这也意味着按照基本公共服务均等化的原则，在广东常住或探亲旅游的老年人也被纳入了优待体系。

　　根据办法细则，由政府提供、面向全体老年人的公共服务或公共设施优惠，大多没有户籍限制。例如只要是60周岁以上的公民，均可凭身份证或其他有效证件，在进入政府主办或控股的公园、景区、博物馆、美术馆、体育场馆等设施时享受免费或票价优惠待遇。

　　办法还规定，城市公共交通、公路、铁路、水路和航空客运应当给予老年人优先购票、进出站、检票、上落等服务，有条件的交通工具应当设置老年人专座。长途汽车客运站、火车站应当设立老年人候车室或者老年人专座。但老年人乘坐城市公共交通工具享受优惠的具体措施，由地级以上市人民政府制定。

　　养老服务补贴仍限户籍

　　一些由地方财政直接“埋单”、面向困难老人、高龄老人的“兜底”优待，仍严格限于本省户籍。例如，办法规定县级以上人民政府应逐步给予本省户籍、经济困难的老年人养老服务补贴；本省户籍的贫困老人入读老年大学也可享受学费减免。

　　根据办法，广东户籍的困难老人可享受到的优待措施还包括由政府全额资助其医保的个人缴费部分、根据其失能程度等情况给予护理补贴、对去世后遗体实行火化的困难老人免费提供殡葬基本服务、免交公租房租金等。
