　　草案计划于去年5月已呈交高阶军事官员，目前当局正商议南海防空识别区涵盖范围，并考虑宣布的时间点。

　　中国数月前突然宣布划设东海防空识别区，范围涵盖钓鱼岛。日本表示抗议，令地区紧张关系升温。
