　　新华网北京1月29日电（记者林晖、黄艳）去年入冬以来，由于气温偏高，来水偏枯，中国部分地区出现不同程度旱情，尤其以北方冬麦区为代表。

　　来自中国国家防总的数据显示，截至1月27日，全国越冬作物受旱面积2081万亩，有47万人因旱饮水困难，数字均较多年同期均值偏少，但形势严峻不可忽视。

　　国家防总官网通报了当前的旱情。目前旱情主要发生在河南、甘肃、河北、山西、陕西等省，并呈现四个明显特征：降水严重偏少。北方冬麦区入冬以来降水量较常年同期偏少三至五成，大部分地区60至80天无有效降雨，陕西、山西、河北、河南、山东及京津地区平均降水量0．3毫米，较常年同期偏少97％，为1950年有气象记录以来历史同期最少值。

　　抗旱水源不足。黄淮海地区江河来水偏枯，黄河中游来水偏少四至五成，淮河上中游和海河拒马河偏少7成。部分地区蓄水不足，甘肃省大中型水库蓄水较去年同期偏少10％，陕西省部分中小型水库蓄水比常年同期偏少近四成。

　　土壤墒情较差。河南、甘肃、陕西、山西等省冬麦区大部表墒不足，陕西省渭北、关中和商洛局部地区底墒较差，甘肃省河西地区大部分耕地失墒严重。

　　人饮困难突出。降水偏少导致部分重旱区溪流干枯、泉井干涸，水窖蓄水量锐减，加之春节将至返乡人员增多，一些地区群众饮水困难。其中，甘肃省136万眼水窖有一半蓄水不足三分之一，部分百姓饮水靠远距离拉水。

　　据预测，今年春季冬麦区降雨可能偏少四至五成，随着气温回升，作物进入返青季节，春耕生产全面开展，灌溉水源紧缺的矛盾将更加突出，旱情形势严峻。

　　长江防总表示，将加强三峡水库的科学调度，及时应对流域内已经出现旱情，充分发挥大型水利枢纽的综合效益。
