　　本报讯 (记者 刘洋)国家卫生计生委官网昨日发布关于《卫生和计划生育单位工作人员违反职业行为规范处理办法(征求意见稿)》公开征求意见的通知，通知中针对当前反映强烈的医务人员收受患者“红包”，接受医疗器械、药品生产经营单位“回扣”等行为，专门做出针对性规定，突出强调廉洁从业纪律。

　　单独列出收红包回扣等行为

　　意见稿中针对医务人员收红包吃回扣行为单独列出，强调指出医务人员利用职务之便，存在索取、非法收受患者财物；接受医疗器械、设备、药品、试剂、疫苗、母乳代用品、计划生育药具等生产、销售企业或人员以各种名义、形式给予的回扣、提成和其他不正当利益；与检验检测的健康相关产品生产企业存在利害关系，而不主动回避；泄露、买卖医疗机构药品、耗材用量等医学信息谋取利益；贪污、索贿、受贿、行贿、介绍贿赂、挪用公款等违反廉洁从业规定的行为，将视情节轻重分别给予相应处分。

　　处分最高可开除

　　处分形式包括警告、记过、降低专业技术职务等级、撤销专业技术职务或者行政职务、开除，其中警告期限为6个月，记过期限为12个月，降低专业技术职务等级、撤销专业技术职务或者行政职务期限为24个月，将根据卫生计生单位工作人员违法行为的情节轻重分别适用。

　　据悉，该意见稿适用于医疗机构、疾病预防控制机构、健康教育机构、妇幼保健机构、计划生育技术服务机构、精神卫生机构、采供血机构等卫生计生领域直接向人民群众提供卫生计生技术服务的事业单位全部工作人员。
