　　新华网北京1月27日电（记者于文静、林晖）针对一些扶贫重点县不愿“摘帽”问题，国务院扶贫开发领导小组办公室副主任王国良27日表示，随着国家经济社会的发展，重点县只是一个历史的过程，随着全面小康建成的临近，重点县将逐步退出和减少，今后要研究建立重点县退出机制。

　　王国良是在国务院新闻办公室27日举行的创新机制扎实推进农村扶贫开发工作新闻发布会上作上述表示的。

　　据介绍，我国在1986年确定了331个国家重点扶持的贫困县，后来经过3次调整，2011年贫困县的总数为592个。另外，按照2011年我国划定的贫困地区连片特困地区的办法，又相继进入了一些连片特困地区县，目前全国一共有680个连片特困地区县，其中包括440个国家扶贫工作的重点县，在片区县以外还有152个重点县。现在扶贫工作的主战场和扶持的主要对象是832个片区县和重点县。

　　“目前832个片区县和重点县仍然是我们国家经济发展程度最低、比较落后的欠发达县，这些县进入了重点县的序列，能够享受到国家资金、政策帮扶上的多种优惠和帮扶措施。”王国良说。

　　“对于重点县退出的问题首先是那些县的群众不愿意退。另外，干部也不愿意退，也不敢退。所以，关于退出重点县只进不出，或者进得多、出得少的问题成为一个热点。”王国良表示，目前正在研究确定有效的退出机制。同时，今后将改进贫困县的考核机制，并建立精准扶贫工作机制。
