　　《年报》数据显示，2012年中国机动车保有量持续增长，达到22382.8万辆。按排放标准分类，达到国Ⅳ及以上标准的汽车仅占一成，有7.8%的汽车还达不到国Ⅰ标准。按环保标志分类，“绿标车”占86.6%，高排放的“黄标车”仍占13.4%。

　　该负责人表示，随着机动车保有量的快速增长，中国城市空气开始呈现出煤烟和机动车尾气复合污染的特点。由于机动车大多行驶在人口密集区域，尾气排放直接影响群众健康。

　　《年报》显示，2012年中国机动车排放污染物4612.1万吨，汽车作为污染物总量的主要贡献者，其排放的氮氧化物(NOx)和颗粒物(PM)超过九成，碳氢化合物(HC)和一氧化碳(CO)超过七成。

　　值得注意的是，仅占汽车保有量13.4%的“黄标车”却排放了58.2%的NOx、81.9%的PM、52.5%的CO和56.8%的HC。

　　据了解，国务院2013年9月批准发布的《大气污染防治行动计划》提出，要加强城市交通管理，对北京、上海、广州等特大城市要严格限制机动车保有量。同时提升燃油品质，加速“黄标车”和老旧车辆淘汰，到2017年，全国范围“黄标车”基本淘汰。
