　　据新华社电 昨天，记者从最高人民法院获悉，最高法、司法部近日联合出台《关于加强国家赔偿法律援助工作的意见》，旨在切实保障困难群众依法行使国家赔偿请求权。意见指出，对无罪被羁押的公民申请国家赔偿，经人民法院确认其无经济来源的，可以认定赔偿请求人符合经济困难标准，申请法律援助。

　　意见指出，要尽可能缩短申请审查时间，提高工作效率；对无罪被羁押的公民申请国家赔偿，经人民法院确认其无经济来源的，可以认定赔偿请求人符合经济困难标准；对申请事项具有法定紧急或者特殊情况的，可以先行给予法律援助，事后补办有关手续。

　　意见要求，承办法官和法律援助人员在办案过程中要注重做好解疑释惑工作，促进赔偿请求人服判息诉。人民法院发现法律援助人员有违法行为或者损害赔偿请求人利益的，要及时向法律援助机构通报有关情况，督促法律援助人员依法依规办理案件。

　　意见提出，要引导法律援助人员选择对赔偿请求人最有利的方式解决纠纷；建立矛盾多元化解机制，做好无罪被羁押公民的安抚工作，通过引进社会工作者加入法律援助工作、开通心理热线等方式，加强对赔偿请求人的人文关怀和心理疏导。
