　　市政协委员金心异今年在提案中就提出十条加快改革的建议。在金心异看来，以《深圳经济特区一体化建设三年实施计划(2013-2015年)》为例，深圳在对于未来三年的规划上显得畏手畏脚，与十八届三中全会表现出来的改革魄力形成鲜明反差。

　　“当初这个计划在3个月讨论阶段的时候，还是能看到不少改革的勇气，但在政府部门内部讨论的时候却自己阉割，最后变得平庸、保守。相比于十八届三中全会中央改革的勇气，深圳在改革上实在太不给力。”金心异批评道。

　　除了在宏观层面的改革不到位外，政协委员还认为，深圳具体的改革事项在落实中存在不到位的情况。

　　“比如，在法律顾问这个问题上，十八届三中全会规定普遍建立法律顾问制度，可是在深圳的政府部门中，法律顾问制度却很难落实。具体表现是，一些政府部门在预算中将法律顾问纳入其中，而有的政府部门却完全没有同类预算，让法律顾问制度成了无本之源。”市政协委员郑德刚说。
