浙江省人大代表，宁波市规划设计研究院党委书记、院长张晓斌认为，洪涝涉及很多因素，最主要的是看蓄洪及泄洪能力如何。
“上个世纪90年代，宁波母亲河甬江退潮时看不见河床底，但现在淤泥太多了，看见的河床底越来越多。”张晓斌说，江河下泥沙增多，河道减少、堵塞等导致大水不能及时冲到大海，影响泄洪。
他说，英国、荷兰等国的河道呈深U形，蓄水及排水能力很强，而国内河道平且浅，蓄水及排水能力较弱。

目前，浙江多地正加快步伐治水及排涝工程的建设。
以杭州为例，浙江省委常委、杭州市委书记龚正提到，杭州在治水方面已经制定了四个三年行动计划。
