　　连日来，一则标题为《呼和浩特回民区海西路城管这样执法》的图片在微信朋友圈、微博上广泛转发和评论，照片中商贩双膝跪地，城管工作人员面带微笑。回民区城管经过比对确定，传播的照片是2013年11月2日发生在河北唐山的城管执法时的照片，网友传播此照片属于谣传。

　　“造谣者是外地来呼打工人员，今年42岁，出于好奇，编造了这一谣言，现在已经被行政拘留。”回民区公安分局网安大队大队长张栋梁说。

　　张栋梁告诉记者，依据《治安管理处罚法》第25条第1款：“散布谣言，谎报险情、疫情、警情或者以其他方法故意扰乱公共秩序的，处5日以上10日以下拘留，可以并处500元以下罚款；情节较轻的，处5日以下拘留或者500元以下罚款”的规定，决定对其处以5日行政拘留。
