　　中新网1月16日电 日本共同社16日报道，据多名消息人士透露，围绕侵华战争时日本企业强掳中国劳工一事，受害劳工及其家属向日企索赔及要求道歉的集体诉讼正在中国国内酝酿。诉讼对象为三菱材料等数家公司，最终可能发展至以约20家日企为对象的大规模诉讼。

　　据报道，围绕强掳劳工一事，虽然日本法院已判定受害者一方败诉，但中国国内迄今尚未正式提起诉讼。如果中国法院继韩国之后勒令日企赔偿，那么日本与邻国的关系将进一步陷入困境。

　　三菱材料公司公关和投资者关系部门对此表示“没有国家出面不可能解决”，当遭到起诉时将“采取适当的措施”。

　　据消息人士透露，受害劳工及其家属计划在北京市和山东、河北两省等法院提起诉讼，要求(1)承认强掳事实并道歉；(2)向所有受害者做出赔偿；(3)在日本国内建立纪念碑。中国“中华全国律师协会”的律师们在策划这起诉讼，中国社科院和北京大学的学者等也参与其中。

　　报道称，该集体诉讼参考韩国法院接连勒令日企对二战时期被强迫劳动的韩国人做出赔偿的先例，鉴于围绕钓鱼岛问题的对立和靖国神社参拜问题引起日中关系恶化，中方相关动作迅速趋于活跃。

　　针对三菱材料公司，中国国内已成立统一谈判团，要求通过包括日本律师在内的统一代理人团就全面解决展开谈判。日本外务省报告等资料显示，被强掳的中国人中仅该公司就涉及3700人。

　　中国被强掳的劳工和随军慰安妇等受害者以拥有个人索赔权为由，接连在日本提起诉讼，但日本最高法院于2007年裁定个人索赔权已在联合声明中被放弃，中国原告最终败诉。
