报告新特点
共提49次今年任务开篇先谈改革
《法制晚报》记者注意到，与去年政府工作报告“加快转变经济发展方式”居首位不同，在介绍今年全市重点工作时，市长王安顺开篇先谈的就是改革，且所占篇幅也最长。“改革”成为市长挂在嘴边的“高频词”。
他在作政府工作报告时，总共提及49次“改革”、32次“创新”。
王安顺表示，本市将坚持把改革创新贯穿于经济社会发展各个领域各个环节，从制约首都可持续发展最突出的问题入手，从群众期盼、社会关注的热点难点问题改起，建立健全市场起决定性作用、政府更好发挥作用的资源配置体系和首都功能调控体系。
报告中提出，本市将系统筹划各项改革，抓好重大改革措施的细化落实，加快推进已明确方向的改革任务，深化正在进行的改革事项。
同时，规划了加快转变政府职能、坚持和完善基本经济制度、完善现代市场体系、加大财税体制改革力度、深化投融资体制改革、进一步深化农村改革、健全绿色发展的体制机制、创新社会治理体制八大领域改革措施。
