　　人民网沈阳1月16日电(记者 何勇) 近日，沈阳市纪委根据群众举报，严肃查处了市司法局组织26名机关干部借考察之机违规进行公款旅游的问题。决定，给予局主要领导和三名副局级干部党纪处分，并在全市进行通报。

　　沈阳市纪委调查发现，2013年11月24日到12月1日，司法局派出3个考察组共26人，每组由一名副局级调研员带队，分赴合肥、天津、厦门等9个城市考察。其中由副局级巡视员李志新带领的一组，与旅行社签订合同，会议行程全部由旅行社来安排。行程单显示，这组考察团每到一地都是游玩一天半，开会半天，开会参观成了“副业”。

　　“费用全部通过旅行社提供的票据进行报销，这个组纪委认定是公款旅游，性质比较严重。”沈阳市纪委党风廉政建设办公室主任范洪刚介绍。

　　市纪委还对司法局的财务中心进行调查。经核实，另外两个考察组虽然没有报销旅游费用，但借考察之机游山玩水，存在违规情节。

　　沈阳市纪委指出，在中央连续印发八项规定和改进作风等相关要求、严厉查处各类违反作风建设规定案件的情况下，特别是在全市开展党的群众路线教育实践活动问题整改期间，市司法局党政班子和部分领导干部缺乏政治敏感性和组织纪律观念，对开展大规模外出学习考察活动的组织实施疏于监管，致使发生部分机关干部借学习考察之机公款旅游和绕道游山玩水问题，严重违反《廉政准则》的有关规定，构成变相用公款旅游错误，在社会上和群众中造成了极坏的影响，有关领导负有不可推卸的责任。

　　沈阳市纪委认定：市司法局局长由于负有领导责任，给予党内警告处分；对率队公款旅游的副局级巡视员李志新，给予党内严重警告处分；其他两位副局级干部被处以党内警告处分。
