　　晨报讯 记者昨天获悉，市妇联拟向“两会”提交11份议案和提案。在维护女性合法权益方面，市妇联建议公园、商场、车站、大型商务楼等公共场所设立母婴室，并在建筑标准中纳入建立母婴室的规定，保护母婴健康和安全。在城建规划中调整公共厕所男女厕位比至1:2.5，解决女性如厕难的问题。市妇联还建议缩小城乡女性养老政策差异，农村女性提前5年享受社会养老政策，与城镇女性同为55周岁领取养老金。

　　妇联建议修改《关于进一步做好本市孤残儿童工作的意见》，将救助对象修改为“查找不到生父母的弃婴、弃儿；本市其他生活无着的14周岁以下的儿童”，从而将滞留医院、身处困境的儿童纳入救助体系，维护正常医疗秩序。此外还建议出台具有上海特色的义务教育阶段儿童营养午餐标准，针对上海儿童饮食结构和生长发育特点，分层指导学生午餐营养推荐量，规范生产单位的经营，加强监督管理。

　　妇联围绕家庭对健康以及幼儿教育的强烈需求提出五项建议：一、政府部门加强协同，完善便民举措和服务流程，就近安排婚检，普及婚检知识，提高婚前医学检查服务质量和受益面。二、整合公共服务资源，全面规划、合理布局，通过扩招、扶持民办幼托机构、利用现有资源开设幼托看护点、培养师资等措施满足2-3岁幼儿入托需求，缓解年轻父母、双职工家庭的后顾之忧。三、改进0-3岁婴幼儿早期教养服务，为家庭开展早期教养提供指导，优化区县早教指导服务中心功能，加强私立早教机构和民办托儿所、幼儿园的监管。四、呼吁相关部门和高校、社会组织以公益或低偿方式，通过招标，在全市开设爱心暑托班，发挥各自优势，提供素质拓展、才艺训练等暑托服务。五、建议支持家庭育儿政策发展，从发展社会化儿童看护服务和推进亲职假期制度两方面协助家庭照顾好孩子。
