　　新华网北京1月15日电 (记者王悦威 张爽)国务院总理李克强今日主持召开国务院常务会议，部署加快建设社会信用体系、构筑诚实守信的经济社会环境。会议原则通过了《社会信用体系建设规划纲要(2014—2020年)》，并要求，构建信息共享机制，在保护涉及公共安全、商业秘密、个人隐私等信用信息的基础上，依法使各类社会主体的信用状况透明、可核查，让失信行为无处藏身。

　　诚信是中华民族自古以来的传统美德，也是现代社会和谐发展的黏合剂和市场经济健康运行的“基石”，然而，随着我国经济体制、社会结构、利益关系的深刻变化，人们的诚信意识和诚信观念遭遇了强烈的冲击，许多违背诚信的现象逐步凸显。目前，信用缺失已成为制约我国发展的突出“软肋”，制假售假、商业欺诈、逃债骗贷、学术不端等屡见不鲜，广大企业和公众深受其害。全面推进社会信用体系建设，任务艰巨，但也迫在眉睫。

　　本次国务院常务会要求，制定全国统一的信用信息采集和分类管理标准，构建信息共享机制，这将极大地解决征信成本过高问题，有助于打破目前的信息分割局面，实现信息高效查询和共享。

　　良好的社会信用是经济社会健康发展的前提，而拥有一个成熟稳定、高效运行的征信系统则是市场经济持续发展的重要保障。随着信息化时代的到来，信用信息的量化和公开，能为信用的快速传递、识别和判定提供便利，也将有效地降低和削弱市场交易风险，顺应现代商业高效、快捷、安全的需要。

　　建立信用信息共享机制不仅将大大降低信用交易的成本和时间，也有利于信用资源的优化配置，使全社会都能有效地监督企业和个人的信用行为。在共享的信用信息机制之下，不诚信者将受到来自于社会各个方面的惩罚。一旦出现违约等不良记录，其将承担较高的代价，接受更为严格和苛刻的条件。失信行为无利可图，并可能给行为者带来损失和制裁时，市场行为主体就会根据趋利避害的原则，尽量避免失信行为，促进整个社会不断走向诚信。

　　“人无信不立国无信则衰”，在《中共中央关于全面深化改革若干重大问题的决定》中，明确提出要建立健全社会征信体系，褒扬诚信，惩戒失信。确实，一个信用缺失的社会里，没有任何人是赢家，遑论经济社会持续发展。

　　当然，建设社会信用体系是长期、艰巨的系统工程，要用改革创新的办法积极推进。我们应以此次常务会提出的社会信用体系建设为契机，以法制为基础、全社会共同参与，让诚实守信成为全社会共同的价值追求和行为准则，让守信者处处受益、失信者寸步难行，使“信用中国”真正落到实处。
