　　法制晚报讯(记者李洪鹏)今天上午，国务院新闻办举行新闻发布会，国家食品药品监督管理总局食品安全监管一司司长马纯良在会上表示，婴幼儿配方乳粉企业要建立并落实原料选购、生产过程、产品销售全过程的记录制度，确保产品全过程可追溯。

　　马纯良指出，婴幼儿配方乳粉一直是全社会和广大消费者关注的热点和焦点。对婴幼儿配方乳粉的监管一直是国家食品药品监管总局工作和监管的重点。前不久，国家食品药品监管总局召开新闻发布会，发布了《婴幼儿配方乳粉生产许可审查细则(2013年版)》。在督促企业落实主体责任方面，新细则当中提出了很多新要求。

　　5点要求确保乳粉安全

　　第一，婴幼儿配方乳粉企业一定要落实专人的质量安全负责制度。按照《食品安全法》的规定，企业是质量安全的第一责任人，要切实落实企业法人负责或者实行质量安全授权制度，加强婴幼儿配方乳粉原料的选购、配方研制的审核、生产过程的控制、产品检验和产品出厂。

　　第二，企业要自主研制婴幼儿配方乳粉产品配方，按要求设计包装标签，执行一种配方生产一种产品。

　　第三，企业要具备自建、自控奶源，建立原辅料供应商的审核制度，加强对原辅料的控制，对原料乳粉和乳清粉要实施批批检验。

　　第四，企业要严格执行粉状婴幼儿配方食品良好的生产规范，建立并落实原料选购、生产过程、产品销售全过程的记录制度，确保产品全过程可追溯。

　　第五，企业要按照国家标准的规定配备检测设备，对所有出厂的婴幼儿配方乳粉进行全项目的批批检验。
