　　新华网北京1月16日专电(记者王晓洁 赵琬微) 北京“两会”15日晚举行的政务咨询会上，即将实施的“单独二孩”政策执行细则备受关注。北京市人口和计划生育委员会政法处处长叶小敏表示，北京市“单独二孩”政策最快将于今年3月实施，在此之前，符合“单独二孩”条件的夫妇生育二胎仍算违法。

　　十八届三中全会正式宣布启动“单独二孩”政策，适用于一方为独生子女的夫妇。去年底开始，各地相继将这一政策纳入立法程序，北京尚未公布实施细则。在政务咨询现场，北京市计生委的8名工作人员被团团围住。

　　北京市政协委员朱良提出建议，应建立各地政策的沟通、统筹机制，以应对父母户籍不同导致的各种情形。还有人大代表、政协委员咨询政策实施前夕符合“单独二孩”条件的夫妇生育二胎是否违法、政策实施后是否会对北京市人口调控目标造成压力。

　　对此，叶小敏表示，这一政策需经人大通过后实施。2013年12月，北京市人大常委会对《北京市人口与计划生育条例修正案(草案)》进行审议，“单独二孩”政策拟入法；人大常委会将在今年2月对其进行二审，如获得表决通过，这一政策将于3月实施，相关细则届时也将出台。

　　“北京市计生委正在调研政策的实施细则，尽可能考虑到政策涉及的多种情况。目前来看，符合‘单独二孩’条件的夫妇在政策实施之前生下二胎的，仍然违法。”叶小敏说。

　　对于“单独二孩”是否造成人口压力的问题，北京市计生委副主任徐捷表示，近年来，北京每年新出生人口都在15万左右。在生活成本高企、生活观念转变等多重因素影响下，估计这个数字不会出现太明显的波动，即便有高峰，也是“小高峰”。

　　“特别需要关注的是幼儿园和义务教育系统的承载能力，即便每年新出生的人口增幅不大，对教育系统而言都是巨大的压力。”徐捷说。
