　　现状

　　陕西30年少生1200万人

　　据综合分析研判，目前我省一孩家庭425.8万户，领取独生子女证的183.4万户，单独夫妇43.3万对，其中已生育一孩11.4万对，预计每年全省新增约5万对单独夫妇。实施单独两孩政策后，预计2014-2018年，全省平均每年多出生人口4万左右，提升出生率约1个千分点，每年大约出生总人口40多万。总体上看，我省符合单独两孩政策条件的夫妇总量不大，新增人口在可控范围内，不会对全省经济社会发展产生过大压力。

　　问题

　　潜能集中释放或现扎堆生育

　　我省实施单独两孩政策后，人口出生将会适量增加，出现一些可预见的新问题：一是计划生育政策实行30多年，限制了很大一部分人生育两孩，单独两孩政策实施后，将会集中释放一些生育潜能，有可能出现生育扎堆的现象。二是生育两孩的妇女多是高龄产妇，安全孕育分娩的风险增大。三是由于关中五市和汉中市单独家庭相对集中，会对这些地方现有的卫生医疗、妇幼保健等公共服务资源带来一定的压力。四是随着新政策的实施，原来的一些政策规定会出现与之不适应、不衔接的问题，需要及时调整完善。

　　强化公共服务体系建设

　　省卫生和计划生育委员会主任戴征社表示，我省将不断完善相关配套政策，加强宣传引导，强化公共服务体系建设，以保证单独两孩政策顺利实施。

　　将研究制定具体指导意见，明确单独家庭的认定标准、申办生育两孩程序及受理机构等，确保单独两孩政策有序落实。引导群众科学安排生育，保持合理生育间隔，促进优生优育。建设一批危重产妇急救中心，深入推进母亲健康、优生促进工程，全面落实孕产妇住院免费分娩政策，降低出生缺陷发生率，提高出生人口素质。加大对违法生育的查处力度，严格控制政策外生育特别是多孩生育，防止实施单独两孩政策后违法生育增加的现象，切实稳定适度低生育水平。
