　　南都讯 记者霍瑶 万蜜 薛冰妮 通讯员任宣《广东省信访条例(草案修改稿)》昨日提交省人大常委会进行二审。相对于一审稿，二审稿增加了信访公开条款———信访受理和办理结果在网上公开的新规定，还明确要求不得限制或者变相限制信访人人身自由。

　　二审稿新增加了信访公开条款，国家机关应当将信访事项的受理和办理结果在网上信访平台公开，但信访事项涉及国家秘密、个人隐私和商业秘密的除外。在集体访上，新增规定五人以上提出共同的信访事项的，一般应当采用网络、书信、传真等形式；确需采用走访形式的，应当在共同走访人中推选代表，代表人数不得超过五人。二审稿中还新增了规定，合法的信访活动受法律保护，任何组织和个人不得干预和阻扰，不得限制或者变相限制信访人人身自由，不得打击报复信访人。

　　在分组审议中，省人大常委会副主任陈小川对草案中规定的在地级以上市、县(区、县级市)设立联合接访工作平台提出不同意见。陈小川认为这样会把信访事项“集中在一起”，不利于信访的解决。她建议应该让老百姓直接在家门口即由村里设立的接访大厅解决问题，在基层就把矛盾问题解决掉。

　　省人大常委会法工委主任王波表示，该条例将是第一个全面实施诉访分离制度的地方性法规，涉及到普通的民事纠纷、行政纠纷等八类事项当事人应当依照诉讼、仲裁、行政复议等法定程序向有关机关提出。
