　　统计显示，去年洪涝灾害总体偏轻，主要指标与1990年以来均值相比，受灾人口偏少三成，死亡人口偏少七成，倒塌房屋偏少七成，直接经济损失占上年GDP比值小0.98%。但是，东北地区灾情严重。黑龙江、吉林、内蒙古（东部）、辽宁合计受灾1030万人，死亡116人，直接经济损失591亿元。

　　面对洪涝灾害，国家防总、水利部和各级党委、政府，精心组织、科学调度，广大军民奋起抗灾，大中型水库无一垮坝、大江大河重要堤防无一决口，取得显著的防灾减灾效益。
