　　人民网延安1月7日电 近日，有网友发微博称，陕西省延安市吴起县城管将商贩殴打成粉碎性骨折。1月7日，人民网陕西频道记者从延安市吴起县委宣传部获悉，目前当地公安机关已介入调查处理，当事人在吴起县人民医院观察治疗。吴起县城管局称，该商贩曾多次与工作人员发生纠纷。

　　延安市吴起县委宣传部称，1月1日下午3时许，吴起县城管局市容督察大队工作人员在督察时，发现张巨琴在政法大楼左侧人行道私设烧烤摊点。工作人员随即通知其违法占道经营，在劝其离开未果后，将其三轮车及所贩卖食品暂扣，并通知张巨琴到城管局接受处理暂扣，在此过程中，张巨琴对工作人员一直进行辱骂。

　　后来，张巨琴多次到吴起县城管局索要暂扣物品，并拒不接受200元罚款。1月4日，张巨琴再次到该局索要物品时与工作人员发生争执，在与工作人员拉扯的过程中，她称自己被殴打。随即张巨琴叫来丈夫张国忠、女儿张婷、儿子张星驰到城管局，三人多次辱骂、踢打工作人员。工作人员报警后，当地派出所民警到现场制止。

　　事件发生后，1月6日上午，吴起县副县长刘凯主持召开了由城管、公安、宣传等相关部门参加的专题会议，明确要求公安局要尽快查实此事，城管局要妥善处理该事件。目前公安机关已介入调查处理，当事人在吴起县人民医院观察治疗。

　　吴起县委宣传部回复还称，张巨琴一家系安塞县人，多年来在吴起县从事烧烤、水果经营，无固定摊点。之前，张巨琴及家人曾因摊点乱摆乱放屡次被吴起县城管局工作人员查处，发生过纠纷。曾于2007年，当事人与该局工作人员发生纠纷，导致工作人员受伤，当事人被行政拘留5日。2012年春节期间，张巨琴在二道川大桥乱设摊点，被查处后发生纠纷，致交通堵塞近3小时，后被派出所劝离。此事件为当事人与该局工作人员发生的第三次纠纷。(人民网陕西频道新闻调查部)
