　　湘乡市卫生局副局长曾伟7日接受采访时表示，从目前调查情况看，患儿家属举报情况部分属实，一是湘乡市人民医院120急救中心确曾要求先交钱再发车，但是并没有耽误一个多小时，只延误了20多分钟；二是湘乡市距长沙市有100多公里，湘乡市人民医院120急救中心收取800元救护车车费“不符合规定”，比正常标准偏高。

　　对此，湘乡市卫生局作出一系列处理决定：取消湘乡市人民医院2013年度绩效考核一类单位的评选资格；对该院院长、分管副院长批评教育；责令整改，对值班的急救中心工作人员等直接责任人进行处理。此外，湘乡市卫生局还制定了急危重症病人接诊、转诊的相关规定，要求全市医疗机构不得因费用问题拒绝急救服务，且必须严格按规收费。

　　湘乡市人民医院负责人也表示，该院将优化服务流程，各科室应就病人病情与120工作人员沟通，作出是否紧急救治的建议。经协商，医院已补偿患儿家属9800元。

　　业内专家指出，我国的医疗急救体系管理仍旧缺乏强制性法律规定，受到体制、交通、协调等众多因素的影响，有些地方存在急救指挥不统一、无序竞争、“黑车”泛滥等现象，影响了对急救病人的快速有效救援。相关部门应统一医疗急救管理体系，整合资源完善急救网络，面向公众普及急救知识，确保紧急医疗救援的及时性与有效性。
