　　国家卫生计生委新闻发言人毛群安在国务院新闻办公室举行的发布会上，以现场的新闻发布厅为例指出吸烟的危害。他说，像发布厅这样大小的空间内若有5－6个人各抽一根烟，那这个空间内的PM2.5含量比雾霾更严重。

　　“大家现在都关注PM2.5，像这么大一个空间，如果要有五六个人抽烟的话，我们做过测试，五六个人每人抽一根烟，这个屋里的PM2.5的含量要比雾霾天还严重得多。”

　　中国目前是世界上最大的烟草生产国和消费国，也是受烟草危害最严重的国家之一。数据显示，中国吸烟人数超过3亿，15岁以上人群吸烟率超过28%；7.4亿非吸烟人群遭受二手烟危害。与此同时，烟草消费还带来了沉重的疾病负担，每年有100多万人死于吸烟相关疾病，约10万人死于二手烟暴露导致的相关疾病。

　　毛群安透露，去年开始，关于室内公共场所禁止吸烟条例的起草工作已经启动，并列入国务院立法计划，2014年这一行政性法规有望出台。

　　“关于控烟的立法，在我国有不同的层级。从去年开始，关于室内公共场所禁止吸烟条例的起草工作已经启动，而且列入了国务院的立法计划。现在国家卫生计生委要争取在2014年出台禁止室内公共场所吸烟的条例，同时我们也在积极争取通过全国人大立法控制烟草危害。”

　　其实，早在2003年，中国就与世界卫生组织签署了《烟草控制框架公约》；2006年，公约正式生效。按约定中国应于2011年实现所有室内公共场所等100%禁烟。这期间，原卫生部和部分城市也出台相关法规，但执行情况并不理想。值得关注的是，2012年中国烟草全行业工商税利超过8600亿元，同比增长超过15%。

　　去年年底，中共中央和国务院联合下发《关于领导干部带头遵守在公共场所禁止吸烟的规定》，让许多支持禁烟的国人拍手称快。新探健康发展研究中心副主任吴宜群几十年来一直为中国控烟工作不懈努力，她认为国家这次“动真格”的决策和行动，抓住“领导干部带头”这一点问题的关键，给了中国控烟之路向实质性转变的一个积极信号。

　　“我们很多人决得这是中国控烟的又一个里程碑，是高层政府表达的一种控烟的决心，因为它先从领导干部开始。计生委的这个表态给人一个信号，国家层面的立法要加速了。”

　　国家卫生计生委也在新闻发布会上承诺，将积极推动领导干部带头禁烟，保护人民群众免受烟草烟雾的危害。此外，卫生计生委还将为积极推动创建无烟环境提供技术支持，加强戒烟能力建设，提供戒烟服务，积极开展公共场所禁止吸烟立法研究。
