　　“目前阻碍国家控烟进程最主要的因素是公众对于烟草的危害，特别是对于二手烟、三手烟危害的认知不到位。”毛群安指出，烟草烟雾对人的健康造成危害，这是全世界的共识，世界卫生组织倡导《烟草控制框架公约》，得到了各成员国积极响应。“这是我们已知的一个改善公众健康非常重要的途径和措施”。
