卫计委称我国公共场所禁烟有望立法|公共场所|禁烟|立法_新闻资讯

　　本报北京1月7日电(记者白剑峰)国务院新闻办7日举行新闻发布会，国家卫生计生委新闻发言人毛群安指出，国家卫生计生委将着力加大控烟宣传和健康教育力度，发挥示范带头作用，创建无烟卫生计生系统，推动创建无烟环境，提供戒烟服务，积极开展公共场所禁止吸烟立法研究。

　　日前，中共中央办公厅、国务院办公厅联合印发了《关于领导干部带头在公共场所禁烟有关事项的通知》，明确要求各级领导干部要模范遵守公共场所禁烟规定。为贯彻落实通知精神，卫生计生部门将采取多项措施。

　　卫生计生机构将被全部纳入无烟环境创建，其工作人员不得在禁止吸烟的室内外场所吸烟，有专兼职人员劝阻和制止他人违规吸烟行为。在卫生计生机构内不得销售和提供烟草制品，全面禁止烟草广告、促销和赞助，按规定张贴禁烟标识。卫生计生系统的领导干部要带头执行禁烟有关规定，公务活动中严禁吸烟。

　　卫生计生部门将启动2014年中国烟草控制大众传播活动，宣传《中国吸烟危害健康报告》和控烟健康教育核心信息，从而提高公众对烟草危害的正确认识。

　　卫生计生部门还将为创建无烟政府机关、无烟学校、无烟企业等无烟公共场所、工作场所等提供技术支持，制订无烟机关标准，与中央直属机关工委、中央国家机关工委和国家机关事务管理局等部门联合开展创建无烟机关活动。

　　大力推广戒烟服务，普及简短戒烟干预服务，开展医务人员戒烟能力培训。规范戒烟门诊，向吸烟患者提供戒烟服务。扩大12320热线戒烟试点，推广4008885531戒烟服务专线。

　　此外，卫生计生部门将配合推进国家级公共场所禁止吸烟立法，积极开展立法调研和法律条文起草，推进我国控烟立法进程，推进地方禁止吸烟立法和执法工作。
