　　7.4亿人遭受二手烟危害

　　姚宏文介绍，全国吸烟人数超过3亿，7.4亿非吸烟人群遭受二手烟危害。每年有100多万人死于吸烟相关疾病，约10万人死于二手烟暴露导致的相关疾病。为保护人民群众免受烟草烟雾的危害，卫生计生部门将积极开展公共场所禁止吸烟立法研究。配合有关部门推进国家级公共场所禁止吸烟立法。

　　国家卫生和计划生育委员会宣传司司长、新闻发言人毛群安介绍，烟草烟雾中已经确认了有69种致癌物，还有一些化学成分要做进一步的研究。

　　毛群安指出，经过测试，一个空间内如果五六个人每人一根烟，这个屋里的PM2.5的含量要比雾霾天还严重得多。当你进到这个空间你能闻到烟味，就说明这个屋子里的空气质量比雾霾还差。很多不抽烟的人实际上在吸二手烟，而且这个影响不比雾霾天小。

　　启动修订社会抚养费管理办法

　　毛群安表示，关于社会抚养费的征收，目前国家卫生计生委正在启动社会抚养费管理办法的修订工作，将针对目前在社会抚养费征收过程中存在的一些问题进一步进行规范。国家卫生计生委要求各地要严格依法依规来操作。

　　各地“单独两孩”方案要上报

　　毛群安称，关于实施“单独两孩”的政策，目前各个地方都在积极做准备工作。按照国家的规定，各地要在充分调研、准备的基础上，要将本省的调整方案报国家卫生计生委进行备案，然后通过当地人大批准之后正式实施。

　　“目前我所得到的消息是各地都在积极做相关的准备工作。大家关心的一个问题，就是相关的服务工作，比如说孕产妇的保健、新生儿接生的条件准备。”毛群安表示，目前这些工作都是按照国家统一的安排部署正在有序进行。卫生计生委做好这一方面的准备工作，为这一政策的实施一是在政策层面、二是在服务层面做好服务，这是国家卫生计生委2014年一个重要的工作内容。
