　　第一次全国海洋经济调查是国务院确定开展的一项重大的国情、海情调查。本次调查的调查对象为中华人民共和国境内，除香港、澳门特别行政区和台湾省以外的，所有从事海洋经济活动的涉海法人单位、产业活动单位和渔民。

　　调查主要内容包括单位基本属性、从业人员、财务状况、生产经营、生产能力、对外贸易、能源消耗、科技活动情况等，以及海洋工程项目基本情况、围填海规模情况、海洋防灾减灾情况、海洋节能减排情况、海洋科技创新情况、涉海企业融资情况、临海开发区情况、海岛海洋经济情况等。

　　调查标准时点为2013年12月31日，调查时期资料为2013年年度资料。预计本次调查的调查成果将于2015年7月发布，全部工作将于2015年底结束。

　　会上，第一次全国海洋经济调查领导小组组长、国土资源部部长姜大明提出3点意见：一是要充分认识全国海洋经济调查工作的重要意义，深刻领会海洋经济调查工作的重要性和紧迫性，清醒认识海洋经济调查工作的复杂性和艰巨性，切实增强做好海洋经济调查工作的责任感和使命感。

　　二是准确把握全国海洋经济调查的任务要求，注重把握规律、科学安排，确保调查数据全面准确，坚持依法调查、质量第一，确保调查数据客观真实，加强数据整合、成果应用，充分发挥调查工作效用。

　　三是要切实加强对调查工作的组织领导，强化协作配合，广泛宣传动员。

　　据悉，本次调查是中国开展的第一次针对海洋经济的全国性的调查，旨在摸清海洋经济“家底”，实现海洋经济基础数据在全国、全行业的全覆盖和一致性，有效满足海洋经济统计分析、监测预警和评估决策等的信息需求，进一步提高对海洋经济宏观调控的支持能力，为科学谋划海洋经济长远发展、实现海洋强国建设目标、维护海洋经济安全奠定基础。
