　　新华网北京1月6日电（谢子辉、胥金章）经中央军委批准，解放军四总部近日颁发《总部机关部门行政消耗性费用限额管理办法》，要求总部机关各部门按照厉行节约、反对浪费、规范有序、务实高效的原则，对机关日常办公、会议集训、公务接待、差旅等行政消耗性开支实行预算定员定额、总量限额控制。

　　总后勤部财务部负责人对记者说，《办法》是贯彻党中央、中央军委关于改进机关作风建设，厉行勤俭节约、反对铺张浪费的重要举措。预算单列、限额管理等办法，是预算管理制度改革的重要内容，对强化经费管理，提高军费保障效能具有重要意义。《办法》充分体现问题意识和改革导向，吸纳近年来军队加强行政消耗性费用管控的有效措施，以标准制度的固化形式，通过刚性的制度约束、严格的预算执行和严厉的检查惩戒，使机关公务活动中的浪费现象得以遏制。

　　扩大限额适用范围，实现经费开支全面管控。为强化总部机关部门行政消耗性费用全面管控，《办法》扩大了限额适用范围：管控对象，由过去的总部事业部门延伸到总部机关所有的部门，同时要求各大单位参照制定本级机关部门的管理办法；经费类别，由单纯的事业经费中列支的行政消耗性费用管理扩展到部门掌管的各项经费；项目范围，增加了军队对外交流计划外的因公出国（境）费、公务接待费等2个项目。

　　调整预算结算办法，强化经费管理全程归口。预算归口编制，总部机关部门单独编制本部门行政消耗性费用开支预算；开支归口核算，总部机关部门行政消耗性费用，按照批准的预算和费用类别，一次性划转到相应科目开支核算，年终预算结余撤项，经费转回原科目；结算报销归口办理，总部机关部门从事业经费预算中安排的行政消耗性费用，由总后勤部财务结算中心统一办理资金支付和结算报销。

　　为确保行政消耗性费用限额标准、管控办法在总部机关部门有效落实，并在全军部队推广实施，《办法》明确要求，严格预算管理，清理核实编制实力，精准测算部门综合限额和单项费用限额，从源头上压缩行政消耗性经费预算，对超预算、无预算开支，一律不予结算报销。明确禁止条款，严禁以任何名义将行政消耗性开支用于赠送礼金、礼品、有价证券，组织高消费娱乐、健身活动，报销私人宴请费用，套取现金设立“小金库”等。强化监督检查，建立公开公示制度，内部公示时间不少于1周。总政治部纪律检查部、总后勤部财务部、解放军审计署将按照规定职能权限查处违规违纪问题，对相关单位和个人依法依纪给予惩处。
