　　2009年8月11日，马俊飞被任命为呼和浩特铁路局副局长，分管铁路局的运输生产工作，掌握铁路运量的分配大权。从此，他成为众多能源企业争相拉拢的“贵人”。

　　法院审理查明，马俊飞在担任呼和浩特铁路局副局长期间，利用其主管铁路运输的职务便利，接受他人请托，在提高铁路运量方面为他人提供帮助，谋取利益，先后收受40家企业钱物200余次，折合人民币共计7465.75万元。还有其他款物折合人民币6366.143万元，马俊飞无法说明其合法来源。

　　对于收受来的钱物，马俊飞心里也一直很忐忑，因为他的家庭经济来源就只有夫妻俩的工作收入，没有做过生意，没有任何投资，包括股票基金等，如此巨额的钱物放到哪里都不太放心。法院查明，他的赃款赃物主要存放在他在呼和浩特市和北京市的两处房子里。北京的这处房子是他跟一位朋友于2010年借用的，2010年下半年到年底间，马俊飞开车到北京来过两三次存放赃款赃物。

　　一些业内人士表示，当前我国铁路运能有限，僧多粥少，一些企业为了获得更多运能，争先恐后向官员行贿，根源在于公开透明的市场缺位，官员手中握有垄断的权力，就会形成寻租市场。这一怪圈亟待打破，所有的操作必须规范公开，必须接受监督，而任何破坏这种透明性的官员和企业都必须受到严惩。否则，马俊飞们仍将前赴后继，屡禁不止。
