　　本报天津1月1日电(记者靳博) 《天津市小客车总量调控管理办法(试行)》1日开始实施。根据办法，天津将实施摇号和竞价结合的小客车购车政策。

　　办法规定，天津市机关、事业单位一律不再新增公务用车指标，更新小客车应当申请办理更新指标。社会团体、企业及其他组织和个人新增、更新小客车应当申请小客车指标。

　　增量指标以12个月为一个配置周期，每个周期配置额度为10万个。每个周期内，以摇号方式配置的节能车增量指标为1万个，以摇号方式配置的普通车增量指标为5万个，以竞价方式配置的普通车增量指标为4万个。单位增量指标占配置额度的12%，个人增量指标占配置额度的88%。
