　　发布《国务院关于修改〈国际收支统计申报办法〉的决定》

　　日前，国务院总理李克强签署国务院令，公布了修改后的《国际收支统计申报办法》，新办法自2014年1月1日起施行。

　　国际收支统计数据是一国对外经济状况的综合反映，是进行宏观经济决策的重要依据。1995年，经国务院批准，中国人民银行发布了《国际收支统计申报办法》，为全面掌握我国国际收支状况提供了制度保障。近年来，随着国际收支交易规模不断扩大，交易内容、交易类型、交易方式日益多样化。作为各国编制国际收支统计报表通用标准的国际货币基金组织《国际收支和国际投资头寸手册》，于2008年发布了第六版，在统计原则、经常项目、资本与金融项目等方面作了多处修订，对国际收支统计数据和方法提出了更高要求。

　　为进一步提高数据的国际可对比性，新办法规定，“国际收支统计申报范围为中国居民与非中国居民之间发生的一切经济交易以及中国居民对外金融资产、负债状况”。而根据原办法，国际收支统计申报范围为中国居民与非中国居民之间发生的一切经济交易(即流量)，没有包括中国居民的对外金融资产和负债状况(即存量)。

　　根据原办法，中国居民通过境内金融机构与非中国居民进行交易的，应当通过该金融机构向国家外汇管理局或其分支局申报交易内容；中国境内各类金融机构应当直接向国家外汇管理局或其分支局申报其自营对外业务情况，包括其对外资产、负债及其变动等情况，并履行与中国居民通过其进行国际收支统计申报活动有关的义务。考虑到中国居民个人的对外金融资产、负债情况无法完全通过金融机构采集，新办法在保留上述规定的同时，增加了“拥有对外金融资产、负债的中国居民个人，应当按照国家外汇管理局的规定申报其对外金融资产、负债的有关情况”的规定。

　　此外，考虑到将非居民作为国际收支统计申报主体已是各国较为普遍的做法，新办法将申报主体由中国居民扩大到在中国境内发生经济交易的非中国居民，规定：“中国居民和在中国境内发生经济交易的非中国居民应当按照规定及时、准确、完整地申报国际收支信息。”
