广东湛江党政机关18亿被执行欠款已基本清偿|广东|欠款|湛江_新闻资讯

　　本报广州1月1日电(记者贺林平) 自被曝出上百党政机关拖欠未执行到位的款项18.6亿元后，湛江市承诺在2013年年底前结清全部欠款。今天是新年第一天，记者从湛江市中级人民法院获悉，各单位已清偿17.29亿元，剩余1.31亿元正在进一步清理中。

　　之前，湛江市中级人民法院公布，当地上百个各级党政机关未执行法院生效判决，涉及案件780宗，“欠债”高达18.5771亿元(相关报道见本报2013年11月19日第十一版)。资料显示，这些债务80%都是上世纪八九十年代形成的，其中约55%用于基础设施、文化设施以及其他公益类建设，约42%用于党政机关办企业和为经济活动担保。

　　2013年11月7日，湛江市委、市政府专门召开会议进行动员部署，要求在当年12月31日前完成清偿任务。市委书记刘小华提出，全市各级党政机关要树立“新官要理旧账”，“发展是政绩、清还历史债务也是政绩”的理念，按照“谁欠债谁还钱”原则分清债务偿还责任，并组成4个督查组对执行个案进行实时督查跟踪。

　　作为主办单位，湛江市区两级法院以2—3名执行法官为一个工作组，确定专人办理专案制度，通过查封、扣押、冻结财产等强制措施促使欠债单位履行还债义务，对个别拒不履行的欠债单位则采取拍卖、划拨等措施强制执行。
